The District of Columbia Hospital Association has, for 45 years, worked to advance the missions of the hospitals and health systems of the District of Columbia by promoting policies and initiatives that strengthen the system of care, preserve access and promote better health outcomes for the patients and communities they serve. The role of the Program Manager is to foster the work of the Association and the Association’s members through management of assigned projects, data analytics, and liaison activities in support of priorities for improvement and strategic goals.
The Program Manager will achieve success by:
- Garnering the respect of the Association’s leaders and the members’ human resource and administrative champions and staff.
- Developing relationships with outside training and employer organizations in order to support the Bridge Program.
- Developing proactive processes for monitoring issues important to assigned projects.
- Being able to work independently and be a strong effective team player, committed to delivering timely results, with excellent organizational skills to effectively manage multiple tasks and projects simultaneously.
- Being a collaborative partner with the Association’s leadership and members to develop proactive strategies and responses to facilitate project goals and objectives.
- Demonstrating a “can-do” approach and sense of ownership on Association-wide projects as a member of a small team where “it’s not my job” is not an option.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Management of Assigned Projects
- Manage grants, workgroups and other collaborations in consultation with the Director of Workforce Development.
- Manage assigned project team members to develop workplans, project timelines, and deliverables.
- Monitor workplans and timelines to develop interventions necessary to facilitate adherence to project deliverables.
- Responsible for planning and managing the Bridge Program.
- Lead grant-funded project activities, such as tracking and reporting data related to trainees, apprentices, training, and other deliverables to meet project milestones.
- Collaborate with the apprenticeship and/or workforce development project management processes and procedures, including data tracking and reporting.
- Communicates appropriately with leadership regarding key initiatives, progress updates on various projects, etc.
- In coordination with the Director of Workforce Development, help set up the intermediary within in the association to sponsor apprenticeships.
- Performs other duties as assigned.

- Responsible for learning and managing various software used by the Association for assigned project data management and reporting.
- Facilitate successful data collection and reporting to support evaluation of project deliverables and outcomes.
- Perform basic data quality and analytics activities.
- Provide research, writing and related input for formulation and development of program evaluations.
- Analyze data, determine the status of timelines, and performance goals to come to a solution that best accomplishes successful project completion.
Project Liaison
- Provide staff liaison support and coordination of activities for assigned projects.
- Disseminate information among team members and key stakeholders.
- Develop relationships to enable successful execution and completion of assigned projects. Specifically, this position must cultivate relationships and trust with the members of the Health Care Workforce Partnership and other workforce programs.
- Assist other professional staff in the performance of assigned duties and responsibilities to enable achievement of project goals.
- Assist in managing the relationships between DCHA, CityWorks DC, Office of the State Superintendent and the Office of the Deputy Mayor for Education.
QUALIFICATIONS

Education & Experience
- A bachelor’s degree.
- Previous workforce development experience preferred.

PHYSICAL DEMANDS AND WORK ENVIRONMENT
The physical demands and work environment described below represent the activities and surroundings of the positions. The position requires working in an office environment with the usual office equipment, including copiers and computers. The position requires the program manager to have adequate off-site office environment for remote work. The employee is frequently required to communicate on the telephone or via conferencing software and in person with individuals and groups. The incumbent may carry materials an equipment weighing up to 25 lbs. on occasion. The incumbent is required to read and respond to documents in hard copy and electronic form. The position requires occasional travel to member facilities and meetings requiring transportation. DCHA operates on a hybrid work schedule with employees working in office at least 50% per pay period.
